Orange Jasmine Plant?
I'm sorry that it hasn't flowered yet for you. Are you referring to Pittosporum tobira? (pics...http://images.google.com/images?q=pittos...

That plant is called a 'Mock Orange' in some areas. You see, it's often challenging to give correct information when the botanical name isn't provided. Different parts of the world will call a certain genus and species as many as 10 common names - many of which are conglomerates of each other.

If it is a P. tobira is should prefer to be outside. They flower in the spring with clusters of small cream colored flowers followed by a fruit which splits open to reval sticky red seeds. pit - o - sporum = sticky seed.

What city and state are you in? That would help narrow things down.

Generally when a 'flowering' plant isn't flowering it could be:

-to high nitrogen in fertilizer

-to little sun

-wrong time of year

for starters...Holla back.

Shalom.
